I am REALLY about the idea @kabaal mentioned regarding providing rewards for city and guild promotions. That's a really good way to allow these orgs to have a proper role again, and orgs can sensibly spin some lore/RP hooks into tasks and help rebuild some semblance of an RP environment.
Up the spawn rate on some of the global bosses. Ougduth isn't dropping his key, cutting off a few options for bosses.
Arguing with myself: Just make harvesting an errand tick for getting your full amount. It'll be a little harder for people with big amounts, but I'd rather that than limit the amount for lowbie harvesters.
Not sure if it's been suggested before, but could earning an achievement count as a credit tick? It heavily favours newbies, which should be a nice leg up to them.

After a few weeks of trialling as a very old Imperian retiree returning, these are my thoughts:
I'm impressed that IRE went this route, it's ballsy, I suddenly find myself more interested in Imp than I am in Starmourn (where I assumed my mud gaming money would be going).
I appreciate that this is still early days for dailycredits, but I feel it needs some work. I generally get my 20 (sometimes 18-19 depending on patience/time/aspects in shulgaran) dailies but I don't enjoy it, it's work and not 'gaming'. I'm a level 88 shaman, and I bash level 21-40 areas, every day, and it's tedious. I don't want to be bashing lowbie areas, and lowbies don't want me bashing those areas, but 15-20 minutes vs 40+ for the level 40+ areas... I have limited playtime and that's all there is to it, I will do the fastest route.
With the way the system works currently, if I join <friendly aspect>'s bashing team, I can spend 6 hours hitting on every balance, getting hit and just generally doing the same as everyone else sans crits, but still only killing about 26 mobs in 300 (and thus 0 doubloons or credits), because I'm not an artied aspect in a team of artied aspects. Then at the other end of the spectrum, I can't take my level 60 friend out to do grinding dailies, due to the same crit/effort disparity. Personally I'd advocate it to 'damaging' x% of mobs.
There's rumours of quests, is that a thing? (I'm not a quest guy, but that's a start), how about fishing, harvesting, ratting, arena'ing, shopping/shop stocking, hell idling... There are so many things to do in Imp, and pigeonholing newbies (/everyone) into bashing lowbie areas alone to get the dailies in any sort of reasonable timeframe just seems counter productive, my returnee sidekick has already flagged because I had to drag her to aspect the first time around, and she's not going to bash newbie areas day in day out forever.
