Which is to say, apparently they were broken (due to a bug, blunderbusses effectively had an accuracy of 0). Should be fixed now.

While there are different methods that give you access to shouts, shouts are tracked personally, not per source. This is deliberate, to keep them from getting out of hand as a worldwide form of communication.
