    I'm guessing the first thing is related to how stacks work and is intended behavior. The second thing though, probably not(hence, BUG 59968)

    Edit: Actually, seems to be related to being at 250 arrows of a type in a quiver, since I do have arrows in my inventory that it isn't actually placing in the quiver. Fun stuff!
