Those kinds of high fines (and usually some major hoops too) seem to be incredibly typical in MUDs though, especially for people who were in any way involved in conflict I am glad people here seem to think that sort of thing is insane/over the top.
A large fine generally means "We don't like you but we don't have a reason to refuse to unenemy you, so we'll just give you a fine you'll refuse to pay."
