The supply of tokens is already what it is. Don't change it. The reason why there are so many is because you shoved them down our throats for monthly promotions. Stop doing that and bring back some different ones.

Proposed solution likely already in this thread: shut off a Veil for a short duration after engaging in offensive action versus players and specific city mobiles (guards).
