For puncture choke, I queue clear/use eqbal when I need to change wield, then the rest of the time I just use queue eq/queue bal. I have queue management functions, but I don't see why it wouldn't work without it.

The wand isn't intended to save you from group focus fire, really. Even if it's bumped up to shield timing, you can still use it preemptively, use …USE command that details all of the basic verbs something accepts. Can always make some give a "You think you might be able to use it somehow." vaguery if you want people to play the guessing game, but a reliable starting point would be handy.
