That is the idea, yes. It would give guild/org owned shops a little more functionality as well.

I agree with Khizan, if only for the fact that my character would be exceptionally pissed at having something like Nemesis standing next to Baar - when they didn't get along. At all. I'd be all for smaller things in remote areas, however.
